Text boxes lost when saving as 2003 file

I am having problems with my text boxes on older excel files when I open with
excel 2007 in compatibility mode. For some reason my text boxes are laid on
top of graphics but when I open the file in compatibility mode the text boxes
are sent behind the graphics? Is there a fix?
