Text Boxes

I am not able to anchor a text box to a specific page. It
will jump to the same location, but on the next page. Is
there a way in Word to always have the text box at the
same location no matter how many pages in the document??

No, that's not possible in Word.

Each text box -- along with other objects such as pictures -- is "anchored"
to a specific paragraph of text. If you turn on the "Object anchors" item in
Tools > Options > View, and then put the cursor in a text box, you'll see an
anchor symbol in the left margin next to the anchor paragraph. You can drag
the anchor from one paragraph to another, if the anchor isn't locked in
Format > Text Box > Layout > Advanced.

By design, the text box *must* be on the same page as the anchor paragraph.
There is no way to anchor the text box to a page independently of the text
on the page. This is a consequence of the fact that Word constantly
recalculates the pages based on their content and the information from the
printer driver.
