text formatting bar greyed out

Why in Outlook 2007 is all the text editing greyed out and unavailable when REPLYING to a
message? The text editing works fine in NEW messages.

How do I make it available? I Have Office 2007 installed on an XP system and I see this problem whether Outlook is set to HTML or plain text messages.

Help please!
