Text is jagged/fuzzy in HTML

Using Pub 2000. When publishing to HTML (web preview/save as web page), I
have overlapping text frames that are being exported as GIFs. However, in
some of the text frames that overlap, the text is fuzzy or jagged, like it
has some kind of outline around it. I was not having this problem before.

on, and how, if at all, can I correct it?

When I view the site I don't see any problems with it. But if I stare at it
long enough I can sorta make out some jaggedness in the saint john header on
the home page. Is that what you are referring to? You failed to be specific
about where your complaint was.
If that's what you are at issue with I'll first go on record as saying that
it's not unacceptable and that I believe the typical viewer would not pick
up on it.
As for the reason for it, well that depends on the font. The more you
increase the size of a font the more jaggedness appears in the edges. But it
depends on the font, some fonts do it more then others and will start it at
different sizes. Pick a few fonts and experiment and you'll see this, some
you can enlarge quite a bit before they get jagged and some will get jagged
with just a little enlargement. So the obvious solution is to decrease the
size of the font or to select a different font.
Now if you are convinced that this wasn't present in an earlier release of
the site then my conclusion would be that this time the font is not the same
font it was the first time. You likely don't have the same fonts installed
the second time around and so Publisher substituted one that you do have
that is close. Or the font used the 2nd time could be named the same but be
a different version of the font then what was present the first time.
