Text not formatting around picture as selected

Has anyone else had this problem with Publisher 2000? I have some text boxes within a newsletter that when I add a picture, the text does not go around the picture as I have chosen in the "format text box".....I can't figure out why. This is a template for a newsletter I do monthly so it is really frustrating. Any help would be greatly appreciated!
