text on top of an image placeholder in layout master slide

[image placeholder z order confusion]

How do I create a layout master slide that has text on top of an image
placeholder. The image is always popping to the top when inserted in slide
view. But in master view, the image placeholder is in the proper z-order.

thanks. i know how to insert a placeholder, but it doesn't seem possible to
put another object on top of an image placeholder. the image placeholder
always seems to be at the top of the z order in the slide view. my question
is if anyone knows how to place a text placeholder on top of an image
placeholder in a layout master slide.
