Text wrapping in the header of word?

I've attempted to add a graphic to my header and I can not get the text to
wrap properly around it. It just places the graphic over the text.

Is there any way to change the text wrapping in the header?

I have already tried all of the different types of wrapping and it appears to
be stuck on "In front of Text".
