Thai characters in CSV

I have Thai characters in an CSV file stored like »·ØÁ¸Ò¹Õ.

When I open the file in Word, it does ask what encoding to use and
displays the word correctly. Excel doesn't have this prompt, how can I
get it to display the characters correctly?
