The case for more memory

[Quized again]

I have just moved into production a MOPS2007 system using 3 virtual servers.
Each server has dual cores and 4GB of RAM. Currently I have only 3 people
using the system, but I will phase more users in January and many more after
that. I have requested more RAM and the IT group is suggesting that because
use has been 25% of RAM that this is unnecessary. I still believe that there
is more to the picture than what the RAM use chart shows.

I don't know this side of the world. Here be monsters. Performance is
mediocre currently (yeah virtual servers and all that). Can more RAM help if
the RAM usage graph has been showing a constant 25%?

Even though it's for Hyper-V a lot of best practices apply to Virtual
Server.
In your case I would monitor performance counters and try to identify the
bottleneck (it's typically the SQL server):
