the converter failed to open file

Hi all. A few of my users are using office 2003. Their pc is installed with
office compatibility pack for 2007. There are some office 2007 files that
they are unable to open with the error "the converter failed to open file".
However there are other 2007 files that they could open. Why is this so? Pls
advise. Thks in advance.
