"The folder may be located in an unavailable location..."

I am getting the dreaded "the folder may be located in an
unavailable location, protected with a password..." error
when I try to Open a Web in Frontpage. Server Extensions
2002 are installed and appear to be working and I havent
noticed any problems with LAN connectivity/proxy
settings. Does anyone have any ideas for solving this
without using 3rd party utilities?
