the neverending line

What's up with this line that is created when the
underscore is used to create page-width lines? Why can't
you manipulate it in any way? Why can't you delete it?
Why can't I find where to turn this annoying feature off?
What's the purpose of this feature? I have been annoyed
by this feature for years and simply avoid it by not using
the underscore to create a line, but a friend just called
me with the problem and I couldn't tell him how to solve
it. Can someone help me? Please.
