the operation failed in sending email from various email account

i have got 3 emails accounts which i send and recieve emails. when i click
the 'send /receive' icon, it say 'OPERATION FAILED'. when i pull down the
'send/receive' window, i can check emails of the 3 emails accounts manually.
pls advise why i can't just click 'send/receive' icon and check all 3 emails
at the same time ?

also, is OUTLOOK 2003 compatale with POCKET PC 03 ?
