"The Operation Failed" when clicking on new message in Outlook 2003

I have a Windows XP Professional PC which was upgraded from Office XP
Professional to Office 2003 Professional. Outlook connects to an Exchange
2000 server.

When I open Outlook and click on New Message, I get nothing but a dialog box
stating "The Operation Failed". I have tried using Word and Outlook as the
editors with the same problem. If I uninstall Office 2003 and reinstall
Office XP, the problem goes away and I can send mail.

Any ideas on what the problem is and how I can correct it?
