Getting server connection timed out when I publsh. Publishing locally. Other posts in this forum don't appear to apply

I'm running XP SP1, FP 2002 SP3 with latest 2002 server extensions, IE 6.0.2800
I'm publishing to local computer via http address. I can publish to production server with no problem, but I can't import file from production server (not worried about that issue at the moment, just thought it might be helpful to diagnose.
