the taskpad in a public calendar is blank

We are new to small business server 2003. We are trying to create a public
calendar with the taskpad in the same window. (taskpad in calendar view).
The calendar has been created and the taskpad is in the tree and there is a
blank spot where the taskpad should be. What am I doing wrong.

The taskpad will only display items in the user's personal Tasks folder.

Create a public task folder. File->New->Folder->Type->Tasks. It still will
not appear in the calendar view.
