The text has been downsized - how to fit text to page?

The size of the paper is 21 cm (width) and 29.7 cm (height). The text and the
ruler do not fit the paper size. The format is correct, but the whole text
has "shrincked". How do I resize the document, so it fits the page?

The page margins are Top: 2.5 cm, Bottom: 2.5 cm; Left: 2.5 cm; Right: 2 cm

It is as if the whole document has shrinked compared to the size of the
paper. The ruler in the top of the document, that shows the page margins does
not go all the way to the edge of the paper, either.
When I print the document, the whole text is smaller than the font size
shows - (12p).

If the text contains comments or tracked changes, Word is allowing margin
space for the "balloons." If you are printing from the "Final Showing
Markup" view, you need to either change the view to "Final" or, in the Print
dialog, explicitly select "Document" instead of the default "Document
showing markup."
