First, display the Themes task pane. Then:
o To apply a Theme to all pages, right-click the Theme
and select Apply As Default Theme.
o To apply a Theme to one page, select that page, then
right-click the Theme and select Apply To Selected
Page(s).
Also shared borders how do I apply them and remove them?

Microsoft is hoping you'll use Dynamic Web Templates
instead. However, if no Shared Border option appears on
the Format menu:
1. Choose Customize from the Tools menu.
2. When the Customize dialog box appears, make sure the
Commands tab is selected.
3. Open the Format menu from the main FrontPage menu bar.
The menu will remain on display even though you move
the mouse away from it.
4. In the Customize dialog box, select Format in the
Categories list box.
5. Scroll down the Commands list box until the Shared
Borders entry is visible. It's about 40% of the way
down.
6. Drag the Shared Borders entry from the Commands list
box and drop it on the Format menu.
7. Close the Customize dialog box.
8. Open the Format menu and verify that the Shared
Borders command is present.
If the Shared Borders command is dimmed:
1. Choose Page Options from the Tools menu.
2. When the Page Options dialog box appears, click the
Authoring tab.
3. Make sure the Author-Time Web Components check box is
selected.
4. Make sure the Shared Borders check box is selected.
5. Click OK.
