There is no Help item for repagination in Word.

I have a Word document of about 180 pages with a TOC, headers, footers and
page numbers. The header contains floating graphics in a one-row, three-cell
table. Every time I move the cursor at any point past the TOC, the entire
document repaginates three or four times, as if regenerating the TOC. It
turns out that once the graphics in the header are converted to in-line, the
repagination problem stops.

Word does have problems with the combination of headers, tables, and
floating graphics. See

the sort of mischief that occurs.

You've already hit on one of the suggested workarounds.
