There isn't enough memory to perform this operation in 2003->2007

Hi.

I have an access 2003 application with numerous forms. I am having a
problem opening the ADP file in 2007. When I open the ADP I get:

'There isn't enough memory to perform this operation. Close unneeded
programs and try the operation again.'

I am able to open the ADP file if I hold down the shift key. But if I try
to open a form I get the same error.

What could be causing this error?
