Grievance @ here: Cannot move left-pane splitter. Horizontal Scrollbar &
ControlTipText?? = Wrong.
Note wrt "New Comment" left pane: We should not need notes about how to do
notes eg. "Subject should be a brief, meaningful summary of your question or
comment. People are more likely to respond to a post if they know what the
issue is by reading the Subject." and "Body should include ... as well as the
version of the product you're using" = drop-down dialogbox!
