I use Win2K+SP4, IE6+SP1 and Office2003+SP2.

When I am trying to click on an hyperlink in an Word document I receive the
following message: "This operation has been canceled due to restrictions in
effect on this computer. Please contact your System Adminstrator". Same
problem appears in Outllok where I fail to hyperlink into the interent from
emails.

..
I also reset Web Settings in IE/Programs but the problem hasn't been
resolved.

The problem appears after I upgraded Office from 2002 (XP) to 2003

Please advice.

Yes, this document defines the problem and the solution properly but
unfortunately my PC is a laptop and could not find a registry file to import
from. Anyway, I found out that the register content is:

[HKEY_LOCAL_MACHINE\SOFTWARE\Classes\htmlfile\shell\open\command]
@="\"C:\\Program Files\\Internet Explorer\\iexplore.exe\" -nohome"

Thanks

On my WinXP PC with IE6 and Office XP, the
HKEY_Local_Machine\Software\Classes\htmlfile\shell\open\command
registry key says:
Name: (Default)
Type: REG_SZ
Data: "C:\Program Files\Internet Explorer\iexplore.exe" -nohome

Note that my data value does not have the @="\ in front of it,
and my data value contains single \ in the path versus double \
in yours.

Can you point to a KB on how to fix the error when running Office 2007 & Win7
64 bit?

Same here - in my case it is Word 2007 Entereprise in Vista Ultimate.

Curiously some files are not affected by this problem.

Ater going through a number of Forums, I found a reference in a Disucssion
Group to:
http://www.local-it-guy.com/tips/restrictions.html
I followed the instructions in this site.
I then uninstalled Google Chrome through the uninstall feature in the Chrome
program folder (as advised in the same Discussion Group).

This procedure actually worked.

I hope that this works for you - if you have not solved the problem yet.
