Thumbnails in Publishing Layout

Using thumbnails in Publishing Layout View, I can move a page but it will not hold, it bounces back to the previous location.

Are each of the thumbnails contained within blue rectangles? If so they are
all selected & can't be rearranged. This is usually the result of converting
an original multipage document to Pub Layout. Doing so causes all the
content to be one continuous flow rather than separate elements on the
respective pages. Also, if the pages contain text boxes which are linked to
text boxes on other pages it causes similar behavior.

Without complete & accurate details about how the document was created & its
structure it's difficult to speculate more on the problem. Pub Layout is new
in this version & we all have much to learn about its potentialities,
limitations & quirks... Not to mention possible bugs
