The feature you are thinking of was called , if I recall, "File Preview"
rather than "Thumbnail".
Preview was, indeed, an extremely useful feature. Microsoft licensed it from
from a third party and integrated it into with Windows 95.
I purchased a retail version that worked well with Windows 98, but the
company was no longer in business when Windows XP shipped.
I haven't tried it, but you might look at this product:
