time/date interval and assigning condition based on other intervals

I have data in the form of arrival date/time and departure date/time of customers..exampl

I want to evaluate the arrival and departures to see if any of them fall into the intervals of all of the time on and time off intervals. I need sort of a recursive formula and a true, false answer
