Does Excel have a way to keep time?

If I enter a start time in a cell, can it tell me by conditional
formatting, when 11 hours are up?

Is there an add-in that you may know of or a program?

Format|Conditional Formatting|Formula Is|>=A2+(11/24)
Where the base time is in A2
