Time Out in Outlook

I use Outlook which is linked back to my hotmail account.
When I try an open a large file in Outlook, eg that
contains a photo, I get time out or server not available.
I can open it if I log into hotmail direct. In the
Outlook Help it says to go to Tools/Email a/cs etc and
then to click on the "Advanced" tab and move the spacer
bar to the right. Problem is I can't find an "Advanced"
tab.
