What is the best way to set up weekly time reporting for my team? Also, once
established how do time reporting entries cross-foot to project actuals?

A best practice we recommend to our clients is as follows:

1. Enter Actual Work on a daily basis.
2. Adjust the Remaining Work at the end of the week, if necessary.
3. Add a Note to document changes in Remaining Work.
4. Submit actuals to your PM at the end of the week.

I don't understand what you mean by "cross-foot." Let us know.

Cross-foot is an accounting term that means balance between two different
items. I'm trying to understand how time gets reported in Server ... still
not clear to me. If Project time is 24 hours, that's the easy part. How do I
ensure other items (e.g. Vacation = 8 hrs, Training = 8 hrs) like these get
entered so a resource is whole (i.e. 40 hrs)?

Given your need to account for every hour of the day, you may want to use
the Administrative project feature of Project Server. Hope this helps.

Create a new Administrative project, delete the task list included in the
template, and then add tasks that describe the type of work performed in the
maintenance project. Hope this helps.
