Time Sheet Approval Error

My PM's are recieving this message when approving time sheets:

"next approver cannot be either owner or previous approver".

Any ideas?

We are setup to have someone approve the timesheets instead of auto approving.

I believe what this means is that you cannot be your own approver. The
Timesheet Manager will need to be somone else but you.
What happens when you change the timesheet manager of the PM?

If you have a test environment, take it of and test it to see if this
resolves the issue
