time sheet approval - failing

Ok I am having some failure points here.. Tried to implement the multiple
Dales method for routing timesheets..but still having some problems

1) Set up new Group "timeSheetReviewe" on PWA - Allow/Den option turned off
for MyResources. Global Permission = > Resrouce Mngt template
2) Resource TimeSheet Approver changed to reflect PM's in the
TimeSheetRevieweer group.
3) , the PM still reviwes and 'approves' the timesheet so it can move to the
final Approver/Executive

However, thats where it stops.. the final approver does not get any notice
for approval and the resource now has thier timesheet in approved status..

Anyidea what could be the problem ?? I am using PS07 /PWA
