I have a user that wants to know when he reads messages. Is there a way to

nope, only if he replies, forwards or moves the message to a new folder -
then the modified time will change (but other things can change the modified
time, so its not perfect).

Reading a message, in general, does not, but marking it read may. This
article described some of the actions that update the modificate date of a
