Production Reporting Help

Is it possible to use Access Time and Billing template to create a department
model that measures FTE (full time employee) productivity levels. Is there
another method or program.

It is possible, I am certain, to modify the application generated from that
template to accomplish your purpose. I am certain that there is no option in
the template to generate the application you want.

On the other hand, I've never cared all that much for that particular
template, and, given the learning curve to understand how the author did
things, I suspect I would start from scratch. YMMV.
