Timesheet actual hours stored in dB as partial-decimal

We are using MS Project 2003. Managed time periods.
For some tasks the resource reported two hours on two different days for
this task. The time was stored in the dB as 1.4202985074616 and
2.597014925366. The question is - Why is the time not being stored as 2.0 and
2.0 as it was reported by the resource?
