Timesheet best practices?

Does someone know where can we get Dale's document on
timesheet best practices.

I've seen there is a bug concerning time sheet reminder on
homepage. I will place a bug report tomorrow, but does
anybody knows (in a bug free environment) in what case
does project server thinks that no time sheet was sent?
