Timesheet entry by Team Leads

I have a group that the manager wants the team leads to enter the % complete
for their teams through Web Access rather than having the team members do it.
The only way I can see doing it is to have the Leads logon as each team
member separately and then do the updates. Is there a way to enable leads to
see and update tasks their team members have responsibility for.
