Timesheet hours issues - Project Server 2007 environment

Hi All:

My client wants to enter hours for both tasks progress and Timesheet hours
for outsider resources. They need some one who enter hours on their behalf.

For Task Progress: We are good to use Assignment owner field to enter
progress hours on the bahalf of outsider resource

For Timesheet hours: how can we enter hours on others behalf?

I would appreciate for earliest responses...
