Timesheet manager who doesn't do timesheets

Hello,
I have a user (David) who is the timesheet manager of another user
(Alvin). David is in the Resource Manager group, he has to approve
Alvin’s timesheets but he is not required to create timesheets for
himself. I have set David as “can not be assigned as a resource” but
he still has to do timesheets. Is there a way for David not to see his
personal timesheets in the timesheet approval in WebAccess? Or else,
is there a way of preventing the creation of timesheets for David?
I am using Project Server 2007 SP1.

I believe that Microsoft envisions the Timesheet system to be an "all or
nothing" proposition. I am not aware of any default permissions you can
change to exempt David from the Timesheet process. On the other hand,
perhaps someone else has another idea for you. Hope this helps.
