Is it possible to configure PS 2007 so that the timesheet manager
(entered for each resource in PWA) are the only approvers. i.e the
timesheet values are updated in the project without the individual
Project Manager needing to approve. I know this would normally
conflict with best advice. The timesheet managers could, of course, be
given PM permissions and Proj Professional in addition to Resource
Manager permissions.

Yes, you can do this, but there are several things you and the RM's would
need to do:

1. Add the RM's to the Project Managers group in PWA.
2. Install Project Professional 2007 on each RM's computer.
3. After the PM creates the project, the RM should open it and initially
publish it using File - Publish. This will set the RM as the approver for
each task in the plan.
4. The RM's can then update actuals into each project from PWA without
needing to open Project Professional 2007 and can publish the changes in PWA
as well.

Based on all of the above, why would you even go to all the bother? Why
don't your PM's think they need to be involved in the task
approving/updating process?

I appreciate your comments including the last paragraph.

One complication to your solution is that there would be different
timesheet managers involved in each project e.g. different resources
in the project could have different timesheet managers.

In your opinion would this make it virtually impossible to make the
individual timesheet managers
(entered for each resource in PWA) the only approvers? i.e. exclude
the PMs

Given your further comments, I think the solution would be incredibly
complex. In addition to the requirements I stated in my previous post, each
RM would need to open the each project for which he/she is the Timesheet
Manager for some of the resources and do the following:

1. Navigate to the Task Usage view.
2. Temporarily insert the Status Manager field.
3. Set him/herself as the Status Manager for each resource that he/she
manages.
4. Click File - Publish to publish the project.
