How can I set-up the Web Access timesheet view to allow team members to enter
the % Complete instead of % Work Complete?

You can't. The timesheet is used for tracking Work, so resources therefore
will update the % Work Complete value for a task. When you process task
updates in PWA, the system will update the % Work Complete for the task in
Microsoft Project Professional, and the software will then calculate the %
Complete for the task automatically. Hope this helps.

On the admin screen for the "Customize Web Access" The first opion on the
page "Specify the default method for reporting progress on tasks" lets you
set the percent complete option. Keep in mind this will be set system wide.

In Project Server 2003, there is no option to set "% Complete". It can
be argued that % complete is not a valid measure, since it measures
duration and not effort.

The options are:

Specify the default method for reporting progress on tasks
Percent of work complete: Resources report the percent of work
complete, between 0 and 100%.
Actual work done and work remaining: Resources report the actual
work done and the work remaining to be done on each task.
Hours of work done per day or per week: Resources report the hours
worked on each task during each time period.
