We have an administrative assistant that, from time to
time, will have to take care of other resources
timesheets. As we move to a PWA solution for reporting
time against projects, how can I set up the
administrator's account to view two or three select
accounts for time entry in their absence or whenever
necessary?

In order to make this happen, you would need to set the authentication for
those two or resource accounts to Project Server authentication rather than
Windows User Account authentication. The admin assistant could then log in
with the person's Project Server user name and password. Obviously, this
would probably violate your company's IT security rules, but it sounds like
that is not a concern. Also, those two or three users would not be able to
access SharePoint features such as Risks, Issues, or Documents, as these
features require Windows User Account authentication for resources to be
able to access them. Hope this helps.
