Timesheet View Dates

We have team members that update % Work Complete on the Timesheet View. Is
there a way for Team Members to also update the Start or Finish Dates?

Yes, team members can update the Actual Start and Actual Finish fields,
provided you add these fields to the Published fields list in each project
and then add these two columns to the Timesheet view. Here's how:
