To: button not displaying my Contacts - Outlook 2002

Hi there,
Using Outlook 2002. My contacts are fully populated. However, when I click
the "To" button, it wants to default to "Outlook Address Book". Nothing in
there. I can change the dropdown box to look in Contacts. But, how can I
make this the default lookup for the To button.
