To-Do List and resource availability

Hello,
It seems that the To-Do List tasks are not displayed in the "View resource
availabilty" page. Am i right ?
If so, what is the use of these To-Do Lists ?

Todo list tasks are completely off the radar. These do not affect work or
availability and only for display purposes and informal tracking between
users of the system.
