to sign form created in infopath does each person need license for infopath?

we are looking for a way to create a requistion form so that instead of
person #1 signing it and walking it to person #2 for signature, person #1
could email it to person #2, who could digitally sign it and send it to the
next person who could then digitally sign it.

it looks like infopath can do that, but would each person require infopath
installed on their system for this to work?

If you have Microsoft Forms Server, no need for Infopath client in
every machine.
