Toggle In-cell editing programmatically

In-cell editing apparently is not one of the settings exposed in the
View.XML property of a view (Outlook 2002 or later), so there's no way to
control it programmatically.

FYI, there is a newsgroup specifically for general Outlook programming
issues "down the hall" at microsoft.public.outlook.program_vba
