Tool bar functions greyed out!

I need to unmerge and merge cells within my spreadsheet
and the tool button for merging/unmerging is greyed out
and I cannot select it.....why? How do I fix.

Is the worksheet protected?
Tools > Protection > Unprotect sheet.
