toolbar add-ins not loading in excel/word

I have installed a program on several computers and the program has an excel
and word add-in which is supposed to load a tool bar under add-ins. On the
majority of the machines it works fine, but i have 3 machines where the
add-ins are in the options>add-ins but it doesnt load the toolbar.

This is a vista machine, add-ins are for both excel and word and are com
add-ins.

Anyone have any idea what i can try?

I have an add-in for Word 2007, which is installed on two IDENTICAL
installations - shows on one, not the other.
