Toolbar disappears at top of page using Excel 2000

Oftentimes when I minimize Excel and then maximize, I lose
the toolbar along the top (the one with File, Edit, as
well as my icons). I have never been able to get these
back once they have disappeared, without shutting Excel
down altogether. After I reopen Excel they are there, and
everything seems to be fine, until I minimize again.
