Toolbar in Excel, Outlook fades into view

I have a friend whose toolbar fades into view a few seconds after the mouse
is put over it. I can't find a way to make it fade in immediately. They are
on office 2003 sp2. Any ideas appreciated. If not, I can only think of
reinstalling Office.

navigate to Tools, Customize, Options, Menu Options.

OR click Help and look up Menu and click the "Animate Menus" link
