Toolbar inactive when I try to wash out a background picture.

I am trying to wash out a background picture by first, selecting the picture,
then clicking Color, then clicking Wash Out on the Pictures Toolbar.
However, the Pictures Toolbar is inactive (grayed out). How canI activate
the Pictures Toolbar?

Use an image editing program to change the image .... not FP. Don't ever let
FP touch your images.
